For instance, the Rabaka 9 are now ensconced behind bars for manslaughter. They know that they were only following orders. The regime knows that they were only following orders. The regime also knows that there is no physical evidence of those orders (other than the soldiers, and they ain't squawkin'), therefore nothing that can trace the orders to them in a court of law. Plausible deniability. Vuniwawa, who has since woken up and smelled the coffee, had believed he had carte blanche to despatch disobedient civilians. He now knows the regime only gave him that impression because once civilians started dying there was no way it could be traced back to them beyond a reasonable doubt. <BR/>Plausible deniability, sotia.
